National Fuel Cell Policy
On November 29, 2016, the “Thirteenth Five-Year” National Strategic Emerging Industry Development Plan proposed to systematically promote the R&D and industrialization of fuel cell vehicles. Strengthen the research of fuel cell basic materials and process mechanism, and promote the research and development of high-performance and low-cost fuel cell materials and key system components. Accelerate the improvement of the reliability and engineering level of fuel cell stack systems, and improve relevant technical standards. Promote the development of vehicle-mounted hydrogen storage systems and hydrogen preparation, storage, transportation and refueling technologies, and promote the construction of hydrogen refueling stations. By 2020, achieve mass production and large-scale demonstration applications of fuel cell vehicles. On July 16, 2019, a spokesperson for the National Development and Reform Commission stated that the National Development and Reform Commission would make overall plans for hydrogen energy development.
By 2020, the number of fuel cell vehicles will reach 20,000. 1) Vehicle planning: Statistics of the planning situation in various regions, as of 2020, the planned vehicle scale exceeds 20,000, of which the scale of promotion in Foshan and Shanghai is expected to reach 5,500 and 3,000 respectively, and the scale of promotion in Shanxi, Shandong, Wuhan and other places It also reaches the 1,000-vehicle level. The total number of public plans in 2025 will exceed 110,000. 2) Hydrogen refueling station planning: In 2020, the number of hydrogen refueling stations planned to be built in various regions will be around 130, and Foshan ranked first with 28. The total number of public plans in 2025 will exceed 400. Improve the management system for hydrogen refueling station construction. The absence of a hydrogen refueling station construction and operation management system, and the inadequate administrative approval procedures for hydrogen refueling station construction and operation, have become one of the important factors restricting the rapid development of my country’s hydrogen energy industry. Local cities represented by Wuhan, Foshan and Weifang have set up projects to study and formulate “hydrogen refueling station management methods, and improve the design, construction, operation and maintenance guarantee and approval of hydrogen refueling station supervision systems, which are conducive to the development of the regional hydrogen energy industry.
Hydrogen refueling stations are the cornerstone of the fuel cell industry, and the small number of hydrogen refueling stations is one of the factors restricting the development of the hydrogen energy industry. The national and local governments are paying more attention to the infrastructure construction of hydrogen refueling stations. The 2019 government work report proposes to promote the development of hydrogen refueling facilities, and many local governments provide subsidies for hydrogen refueling stations.
The state attaches great importance to hydrogen refueling stations, and formal subsidies may be inclined to hydrogen refueling links. In 2014, the four ministries and commissions issued a subsidy program for hydrogen refueling station construction, awarding 4 million yuan to stations with a refueling capacity of 200kg/d, and the validity period ends at the end of 2015. On March 5, 2019, “Promoting the construction of hydrogen refueling facilities” was first written into the government work report. On March 26, the four ministries issued the “Notice on Further Improving the Fiscal Subsidy Policy for the Promotion and Application of New Energy Vehicles”, suggesting that local subsidies need to support hydrogen refueling infrastructure.
The “Notice on Improving Financial Subsidy Policies for the Promotion and Application of New Energy Vehicles” launched in April 2020 extends the implementation period of financial subsidies for the promotion and application of new energy vehicles to the end of 2022. In principle, the subsidy standards for 2020-2022 will be based on the previous year. Decline 10%, 20%, 30%. Fuel cell vehicles promoted from June 26, 2019 to April 22, 2020 will be subsidized at 0.8 times the corresponding standard in 2018.
